This is an investigative assessment, not a judicial finding: the Tokyo High Court ruling that was actually made concerned only whether the conditions for extradition over the logistics-company offence were met, and no charging document establishing his seniority in Qilin has been published. Treating 'core member' as an established fact over-states what the court record shows.
