That non-user mapping is the part the record supports. But "spying" is a characterization, not a documented capability, and "no way to opt out" is overstated for users: Meta documents a training opt-out under Data Controls and says VM data is not shared with ad targeting, and a person can decline to use Muse or grant connectors. The accurate residue is narrower than the headline — non-users cannot consent to or opt out of being mapped from data other users share.
