The figure is a rounding of the FBI's December 2025 estimate of "actual losses of approximately $14.6 million dollars" across at least 19 victims of the whole conspiracy. The September 2026 extradition release does not repeat it, saying only that the conspirators "attempted to obtain millions of dollars." The indictment itemises $6,314,800 in attempted transfers against two victims and pleads a money judgment without a sum. No amount is attributed to Filimonov personally, and he has been convicted of nothing. "$15,000,000" is a headline number two steps removed from a government estimate.
