The notice states West Publishing "has no evidence that the incident has led to any fraud or misuse of information to date." Ten weeks after discovery, no group has claimed the data, none has been reported for sale, and no court has reported downstream harm. That is consistent with the statement and also with data held by a non-financial actor, or by a broker, or simply not yet used. The vendor has no visibility into misuse of a sealed address or an informant's identity, which are the harms these records carry. "No evidence" is a fact about the vendor's evidence, not about the outcome.
