The Thomson Reuters C-Track breach affected courts in 11 US states

Assessment

Eleven is the count of states on West Publishing's own notice of 2 September: Alabama, Kentucky, Montana, Nevada, New Hampshire, North Dakota, Ohio, Pennsylvania, South Carolina, Tennessee and Wyoming, plus the US Virgin Islands. On the same day the Minnesota Judicial Branch and the Oregon Judicial Department each announced that their appellate courts were affected by the same incident; neither appears on the vendor's list. The figure was accurate as a reading of the notice and is short by at least two states as a description of the breach. The vendor has not updated its list.
