The plea agreement's factual basis (Doc. 43, ¶7) says Lytvynenko, as "henry", joined "silver"'s team and "was directed to work on coding a 'loader'", which the document defines generically as malware used to load other programs. Nothing in the indictment, plea agreement or judgment says he wrote or maintained the Conti encryptor. DOJ's release calls him "both an intruder and a developer", which matches loader work. "Conti ransomware developer" compresses that into an authorship claim the record does not make.
